EUCLID (Euclid University) is an open participatory program, as specified by the constitutional / participation MOU which is specifically called "OPEN MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE PARTICIPATING EUCLID PARTIES."

Participation is limited to 7 countries between 2008 and 2015, with an allowance for pre-approved governments connected with the initial Euclid Consortium initiative, notably the Central African Republic.

As of April 2008, the limitation of 7 Participating Parties was lifted for specific applicants, and the Participating Parties are now:

  1. Saint Vincent and the Grenadines (Americas)
  2. Sierra Leone (Africa)
  3. Uganda (Africa)
  4. Eritrea (Africa)
  5. Vanuatu (Asia - Pacific)
  6. Senegal (Africa)
  7. Benin (Africa)
  8. Union of the Comoros (Indian Ocean / Africa)

Americas

VC Highlight: Membership in Commonwealth, CARICOM and Organization of America States.

West Africa

SL Highlight: Membership in ECOWAS, Organization of the Islamic Conference.

Horn of Africa Africa / Middle East region

ER Highlight: Membership in IGAD, African Union.

East Africa

VN Highlight: Membership in WTO.

Asia / Pacific

VN Highlight: Membership in SPC.

West Africa

BN Highlight: Membership in Francophonie

West Africa

SN Highlight: Proposed host for EUCLID / IOSD AME HQ

Indian Ocean

CM Highlight: Also a Francophonie, OIC and and Arab League Member State

However, Article IV of the founding text leaves the door open for a wider participation:

"Any State or intergovernmental organization may at any time notify the EUCLID Executive President of its request to participate in the organization. If the request is approved, participation will become effective 15 days after the date of deposit of the proper instrument"

On the hand, the unique focus of EUCLID's programs and limited financial and faculty resources require that the benefits of EUCLID participation be limited to invited / eligible States (7 Participating Parties for 2008-2015), which are as follows: *

  • East-Timor (Priority A)
  • Senegal (Priority A, admitted February 2009)
  • Vanuatu (admitted December 2008)
  • Suriname (Priority A)
  • Palau
  • Benin (admission in progress)
  • Kosovo (Priority A)
  • Macedonia
  • Comoros (admitted April 2009)
  • Solomon Islands
  • Rwanda (SFAR) (Priority B - expired status)
  • Chad (MOU signed by Ministry of Education applies to Euclid Consortium) (Priority B)

Official from other countries or international organizations should contact the Secretariat to obtain the current participation / invitation brochure. Specific IGOs have been notified of the initiation of the process following the Qatar ICCI conference of January 2008 and will be individually invited during the course of 2008-2009.
